印度在對待海外印裔的作法值得中國借鑒

在採用國際學術界目前關於國際移民的Diaspora理論的概念和具體方法對中國海外僑胞
與其母國中國之間的關係進行分析之後，郭教授指出：

國籍的改變從某種程度上似乎可以改變一個人的身份，但沒法根除或改變一個人的情感
皈依或情感的認同。國籍並不能成為海外僑民獲得認同或融入當地主流社會的通行證，
也不能成為他們免遭孤立或迫害的保護傘。當然，它同樣也不能成為割斷海外僑民與母
國聯繫或情感認同的障礙。如果說十多年前印度在對待海外印度人的政策方面是大大落
後於中國，現在，印度政府出台的政策反過來已大大超出中國，這種變化將給印度經濟
發展帶來的積極影響在不久的將來就會顯現出來，從而使印度的經濟實力和綜合國力有
可能超過中國。 據印度大使館的官方統計，截止到2010年3月，印度已經對居住在世界
上82個國家的印度僑民發放了4百萬「海外印度公民證」和7百萬個「海外印裔卡」。而
在2011年印度政府進一步講兩卡合併。給原來持有印度國籍的海外印度裔人士和在海外
生長的有印度血統人士發放「海外印度人身份證」（Overseas Indian Card)，給予他
們終身免簽證以及享有除政治權利之外的印度國民待遇，而且對在印度居留的時間沒有
限制和要求。正因為如此，印度政府的努力和做法在廣大海外僑民中產生了極大的影響
和良性互動，並在強化海外僑民對祖籍國的文化認同、情感聯繫、返鄉投資，以及拓展
慈善救濟等眾多方面的發展上起到了重要的推動作用，而這對中國僑務工作和相關政策
的改進與完善無疑也具有很好的借鑒意義。

這個情況基本屬實。雖然具體的名稱和有關的准國民大於並不完全準確。但是，確實很有好處，也很方便已經移民的人士。對於推動這些人回到印度工作，生活，投資，帶動相關產業，大有好處。

Brief Outline:
The Constitution of India does not allow holding Indian citizenship and citizenship of a foreign country simultaneously. Based on the recommendation of the High Level committee on Indian Diaspora, the Government of India decided to grant Overseas Citizenship of India (OCI) commonly known as 『dual citizenship』

Persons of Indian Origin (PIOs) who migrated from India and acquired citizenship of a foreign country other than Pakistan and Bangladesh, are eligible for grant of OCI as long as their home countries allow dual citizenship in some form or the other under their local laws.

A person registered as OCI is eligible to apply for grant of Indian citizenship under section 5(1)(g) of the Citizenship Act, 1955 if he/she is registered as OCI for five years and has been residing in India for one year out of the five years before making the application.

Benefits to an Overseas Citizen of India card holder:
        A multiple entry, multi-purpose life long visa for visiting India.
        Exemption from registration with local police authorities for any length of stay in India.
        Parity with Non-resident Indians (NRIs) in respect of economic, financial and educational fields except in relation to acquisition of agricultural or plantation properties.
