tourist visa

My sister and my niece are planning to come to USA and visit me this summer. Is easy to get B2 visa nowadays in Beijing? Should I invited them when they apply for tourist visa B2? O should they just apply for the visa since my sister has good job and house in Beijing and my brother-in-law won't come?
