世界頂層應該專門成立研究各國文化和決策依據的部門  The top level of the world should be dedicated to the study of the culture and decision-making basis of each country.
覺得有很多政府官員，不論是哪個國家的，大多數官員的觀念都是比較狹隘的，制定政策，執行法律，都是偏向國內某些集團的. 於是我就在想，你們是不是應該設計一些課程，安排一些旅遊項目，給各國的那群象牙塔里的政府官員們，宗教人士，軍事人員，給他們洗洗腦子，讓他們睜開眼睛看看真實的世界. 別的我不知道，但我知道，中國以外的很多人，對中國人有偏見. 與其硬碰硬地跟他們秀實力，還不如來軟的，請他們到中國來做客看看，介紹世界新的變化，讓他們攜兒帶女全家來，這樣獲得他們人心要有效得多，還有旅遊收入.  還有，我覺得對中國的官員也一樣，以後選中國官員，第一基本條件是能說一門外語，有在國外生活的經歷. 還有我覺得，世界頂層應該專門成立研究各國文化和決策依據的部門. 對各國當地的某些行政法律和決定的形成，可以了解參照他們這些傳統文化背景. 但像政府官員這樣子的決策階層，應該不止了解當地的文化，還應該擴大眼界接受培訓來了解其他的國家文化，那以後在各種跨國行動的時候，在交流的時候，就更互相理解.  昨天在網上看新聞，講中國提出經濟和安全同時進行，這比去年的杭州峰會主題只在經濟要更完善. 我記得我曾經提到過，如果沒有強大的軍事力量維持安全，經濟是走不遠的. 我覺得還更缺一個，那就是文化交流，沒有文化交流，光靠軍事網路安全，那是冷冰冰硬邦邦不深入人心的，有時會適得其反，可能你越想安全反而越不安全. 比如現在新疆地區，如果買把刀都要把自己的名字刻上去，可見關係之緊張，可見族群之間缺少信任. 統治是不能這樣的， 一定要通過文化，要敞開胸懷來了解接納. 你看歐洲人之間就沒有那麼緊張互不信任，是很和平的，過邊界都不用秀護照的，因為每人都可以講幾國外語是互相理解的. 親愛的主席，88，後邊的總策劃，這是一項大工程. 要把人心打開，要互相交流合作，要去掉人腦中的舊的狹隘的觀念，那做事情就順隨了，風水就流轉了.

I also think that the top level of the world should be dedicated to the study of the culture and decision-making bases of various countries. For the formation of certain administrative laws and decisions in each country, you can learn about these traditional cultural backgrounds. But decision makers like government officials should not only understand the local culture, but also expand their horizons and receive training to understand other national cultures. Then in the various cross-border actions, when they communicate, they will understand each other. This is more complete than the theme of the Hangzhou Summit last year which was only in the economy. Seeing that among Europeans they are not so tense nor distrustful, they are very peaceful, when crossing boarders they do not even need to show passports, because everyone can speak a few foreign languages and understand each other.
