There is a fundamental culture difference here.  In U.S. or Canada, everyone is governed by rules and regulations. It is not a matter someone cares or not.  It seems everyone working for Air Canada is following the rules.  There is no point to argue with individual employees.  If you are not happy, you have to resort to higher level of Air Canada or resort to court systems.
