城管 is a concept for more advanced economy, social and cultural development. but 城管 is way beyond those current stages of development of economy culture and society of china.

i am not saying we chinese should live like pigs, in a chaotic and dirty environment, but 城管 as a system, as a function of metro management, should be only introduced in the big cities like shanghai, beijing. 城管 should be removed from those less affluent, less developed areas. yes, the living environment could get really shit like dump or slum, but eventually, with the growing of economy, with betterment of cultural and social development, people will ask for better living environment, then 城管 could be reintroduced back.

城管 as an metro management concept should associate with the development of the rule of laws...
