drop out /share cable internet via router 路由器

is there any software I can restrict the other user's insternet's speed to avoid the drop out.  it seems the other guy's notebook got virus, and once he connecte with the router, my internet is dropping out... terrible, I had been talking to him few times already ?

Set Mac filter in router, so the other guy cant connect to internet
