美國參議院正在繼續審議國防部2007財政年度的撥款法案。作為議案,我提出修改法案保護美國士兵不受伊拉格司法系統的約束。我的提案得到共和党參議員格雷厄姆的附議。這樣我們的士兵就可以免受伊拉克的法律的懲罰或刑事法庭的處罰。
我們美國士兵目前承擔的統一軍法規章和<日內瓦公約>。目前伊拉克非常混亂,我們很多人甚至沒有時間去考慮如何免使我們的士兵受縛於伊拉克的刑事司法系統。
許多伊拉克政府官員居然要求美軍士兵將受審於伊拉克法庭。在他們的參議院辯論中伊拉克議會的議長 Mahmoud al-Mashhadani 稱美軍是屠夫。他說:「我個人認為,如果一個人是為了伊拉克國家利益殺死美軍的話,我們應該為他立塑像。」

Dear Friend:
The Senate continues its consideration of the Department of Defense
Appropriations Act for fiscal year 2007. As part of the debate, I offered
an amendment, cosponsored by Senator Lindsey Graham (R-SC), that would
protect American soldiers from being subject to the jurisdiction of
Iraqi criminal courts or punishment under Iraqi law.
American soldiers are currently held accountable under the Uniform Code
of Military Justice and the Geneva Conventions. With Iraq in chaos,
this is no time to even consider forcing our soldiers to be subject to
the Iraqi criminal justice system.
Many in the Iraqi government have called for U.S. soldiers to be tried
in Iraqi courts. During the Senate debate, I pointed out comments made
by the Speaker of the Iraqi Parliament, Mahmoud al-Mashhadani, who
called U.S. troops butchers and said, 「I personally think whoever kills an
American soldier in defense of his country would have a statue built
for him in that country.」 This comment alone was reason enough for my
amendment, and I am very pleased that the Senate did that. My amendment
passed 97 to 0.
