In the political circle of China, there are two recent impressive events occurred. One is the party's secretariat of Cuongqing City Bo Xi Lai's "Probe-out the Dark" campaign. In this campaign, Bo dugged out many officials and black society figures involved with wrongdoings. It has been highly praised by most of the Chinese people. Bo could be merited by his central superiors.
While Bo is doing the probe-out vigorously, there is another official with the name of Wang Yang, a party's secretariat of Guangdong province launched a "Reading Campaign" over his controlled officials. Wang demands his subordinates to read for a five days in one month. He didn't iterate what kind of bookthey must read but presumably must be some kinds of Mao's writings.
Bo's campaign is reasonable because Chinese society does have hidden "dirts" in the dark, and every one is anxiusly to rid off the dirt. Yet, Wang's movement seems to scratch the itch over a boot, it has nothing to do with any governmental policy or executive effedtiveness.
his campaign seems to over extend a leader's authority because it violates the the private rights of others. An superior official does not have the right to over interfere his subordinates.
Anyway, this kind of "Whirl Wind" has just started up in China's political forum, and it may still have many others to follow.
