I think we are talking about interpretation and explain what "all" means.
Following are some related verses. In my opinion, God does not wait for all to repent, but all in his salvation plan to repent. (2 Peter 3:9)
Also, in 1 Tim 4:10, althrough it at first refers to all men, it is specified for believers.
