OLYMPIC host broadcasters, who have paid billions for the right to televise the Beijing Games starting in eight weeks, are furious with China's oppressive security measures, endless red tape and unexplained delays they claim are jeopardising their coverage.

Saul Shtein from Australia's host broadcaster, Seven Network, has told an emergency meeting in Beijing between Chinese organisers, high-ranking International Olympic Committee officials and TV executives from nine host broadcasters that "if this story gets out that these difficulties are being experienced, it will have a very negative impact, not only on the Olympic ideals, but also on Beijing and China".

"There are still significant issues needing to be resolved immediately," Mr Shtein told the meeting. "They are not trivial issues - they need to be resolved very quickly." The issues range from permission for live coverage in Beijing's Tiananmen Square and the Forbidden City to allegations that shipments of television broadcasting equipment are being held up in Chinese ports, difficulties moving personnel and equipment in Beijing, and overly complicated procedures for accreditation and accommodation.

Seven, which has paid $75million for the Australian broadcast rights for the Games that begin on August 8, is refusing to comment publicly on the situation. However, the network's head of Olympic production, Andy Kay, told another meeting in Beijing that broadcasters could not wait any longer for decisions to be made. "We need you to understand that the frustration we have faced for far too long in being able to complete our preparation and we cannot wait any longer," Mr Kay told Olympic organisers. "Almost eight years and we don't know the answers to some very basic questions and some more complicated."

John Barton, head of broadcast operations for the Asia-Pacific Broadcasting Union, which represents 28 territories including China, told The Australian yesterday that with just eight weeks to go, "frankly, we are far from ready". Organisers are also insisting broadcasters provide extensive details of the Chinese drivers of broadcast crew and guests in addition to their accreditation, which sufficed in previous Games, because of alleged concerns the Chinese drivers may be drunk.

It is believed the Olympic organisers' failures are linked to China's inherent fear of Western broadcasters and the Communist Party's attempts to control their movements and operations, and the impact outside media could have on its heavily censored domestic media and 1.2 billion population. These fears have been heightened by the international torch relay protests. "The Beijing Olympics promise the greatest sports event in the history of television," Mr Barton told The Australian. "But it is being ground down by a leaden and suspicious bureaucracy which does not seem to understand the urgency of our collective problems. ""The central issue is one of security. They do not appear to have a plan that will allow broadcasters the smooth and efficient deployment of their equipment. We do not know, for instance, whether we can get our gear into venues before the lockdown dates. Reason: no one knows when the lockdown will occur."

Manolo Romero, head of the Beijing Olympic broadcasting organisation, said that the question of access to Tiananmen Square was a serious issue. "Tiananmen is an iconic place in Beijing and China, where all the broadcasters would like to place their broadcast," he said.

Failure to meet the demands and standards of host broadcasters is the latest scandal to hit the Olympic organisers who were shamed by the protest-marred international torch relay, which the IOC had advised Beijing not to hold. It follows a massive visa crackdown on all foreigners since April. In an unprecedented move, Chinese organisers are also insisting all opening ceremony ticket-holders' names be submitted by June 30 for security checks.
