I did the research and I know OCEF is a real charity organization for Chinese in US. I joined OCEF to become a permanent member years ago. Please see below.

You may already heard the tragic earthquake occurred in Sichuan Province,
China, on May 12, 2008.
As an organization, although focusing on education in rural China, Overseas
China Education Foundation (OCEF) wants to do anything possible to provide
help to the people in that area. An emergency resolution has been passed
regarding this matter by OCEF board on May 15. The resolution states that
OCEF will collect donations from all possible sources, then direct such
donations to reliable charity organization(s) in China, such as Red Cross
Society of China, for the purposes of immediate disaster relief, as well as
post-disaster recovery.
We call for donation for this cause. Your support is sincerely appreciated.
Please also spread the words in your communities so that those who are
willing to help will receive such message. OCEF is a charity organization
under IRS 501(c)(3) article. Donations made to OCEF are eligible for tax
exemption.
