I find what you said insulting to all CBCs, ABCs, BBCs. ...I am not a CBC but I do know a lot of them, and believe me,almost all of them are fluent in English, and many of them have excellent speaking and writing skills, well beyond that shown by Mr. Chan. (Besides, we don't know if he wrote it, or his publicist wrote it.) By the way, there is nothing difficult about the vocabulary he used. (難度較高?! Come on, you got to be kidding. )
Many local born Chinese have become journalists, authors, lawyers, accountants, film producers, senior executives, professors (some as professors of English).......Your statement of "雖然...但" only shows that you have a discriminatory primitive stereotyped image of second generation Chinese as dumb semi-illiterate children of 唐山阿伯. That's ludicrous at best, and despicable at worst.
I think you own all local born Chinese an apology.

I fail to see what the big deal is about Mr.Chan being able to produce such a letter. To begin with, we don't know if it was written by Mr.Chan or his publicist. Even if it were Mr.Chan--and there is every possibly of it being so--there is nothing surprising about it. Mr. Chan is local born (by local born, I mean born in Canada), and received an English education since Childhood. (Note, since he resides in Vancourver, he would have received an English education. Had he been raised in Quebec, chances are that he would have received a French education.) So it is not inconceivable that he would be able to write a simple letter of apology of this calibre--not bad, but a literary masterpiece it is not.
Sure, Mr. Frank Yang of New Oriental Schools did his students a big favour by going out of his way to look up the meanings of some of the words. I am not here to question the etymological accuracy or the padagogical necessity of Mr. Yang's work, but rather, I am here to voice my opinion about the way he portrays a rather simple set of vocabulary as something extraordinarily difficult. No wonder so many graduates from New Oriental Schools thought so highly of themselves after having "learned" all 4 volumes of ther New Concepts in English. They thought they have "mastered" English, when in fact, they have only taken the first few steps.
