as far as i know, there is no law for that situation. at most the government give some fines for 中方承辦人 or suspend 中方承辦人 license for a while. even with that, the government has to find some wrongdoing in the business practice of 中方承辦人.
it is very easy to find some wrongdoings in the business practice in any businesses. everyone makes mistakes and in most of time, government look at other way. for example, if FBI, or some american government agencies want to punish some businesses for some unspoken reasons, they can easily find wrongdoings and slap those businesses with fines, or suspension...
