短語「hold a candle（to）」常和否定形式連用，指「及不上、比不上」，其相應的英文釋義為「be inferior to someone or something」。

據悉，該短語最早出現於1564年，源自英國詩人的「John Heywood's collection 」（《約翰·海伍德文集，1564》）。當時，人們以蠟燭照明，視舉蠟燭（為主人照明）的人為下等人，由此，not hold a candle to（還及不上舉蠟燭的人）后引申為「比不上」。

To make sure that tactical and brigade commands can be performed even when there are no HC players on, the OICsystem will allow non-HC players to be temporarily promoted to have use of those features.

OICs must be nominated

OIC officers have access to the High Command Control Panel and may issue Brigade Orders.

Once approved, Non-HC OICs remain in charge until they:

.Resign,

.Are Removed by and HC officer,

.Change Brigades, or

.Quit the game (or crash)

The OIC of a brigade is listed in Brigade info screens, but can also be seen by hovering
