It seems like you can read/write English, so here goes.
Yes, the Motion Picture Studios decided that ALL dvds should have region codes(DVD Movies, DVD Audios, DVD Games, etc), so that piracy can be slowed, or prevented(ya right). And so they could somewhat create an Exclusive market for each region they release their titles of DVDs.
here's a layout of all the regions and code:
1: U.S., Canada, U.S. Territories
2: Japan, Europe, South Africa, and Middle East (including Egypt)
3: Southeast Asia and East Asia (including Hong Kong)
4: Australia, New Zealand, Pacific Islands, Central America, Mexico, South America, and the Caribbean
5: Eastern Europe (Former Soviet Union), Indian subcontinent, Africa, North Korea, and Mongolia
6: China
7: Reserved
8: Special international venues (airplanes, cruise ships, etc.)
So there is NO zero-region DVD or DVD-player. All, I mean ALL DVDs and DVD players have to be manufactured with Region code. BUT there are All region DVDs and DVD-players, so that it can play or be played all over the world.
With that said, here's some info on your DVD writer.
Whenever you try to burn a DVD that is Different from the original DVD-player region, your DVD burner will say, "Stop it!" for 5 times, then you WILL NOT be able to change the region code anymore!! Your DVD burner won't die.
This scheme is called RPC (Region Protection Control). You can test your drive to see if it is RPC enabled using DVD Infomatrix: <www.inmatrix.com> (a wealth of information about DVD PCs)
The factory can reset this binary code once you reached 5 time limit, but of course you can too. there are a bunch of stuff you can try...here's a list.
