魅力部長薄熙來

商務部上任之初,薄熙來被媒體稱為「說英語的部長」,這與他的急性子不無關係。在一次與美方的會談中,美方的翻譯不是很流利,在忍耐了一段時間之後,英語流利的薄熙來直言不諱地說,我們的時間非常緊張,在座的中方人員都能聽得懂英語,你可以不用翻譯了。
的確,薄熙來性子急,說話直,做事雷厲風行,不拖泥帶水,身邊一起共事的人常常說他是「工作狂」。
不管薄熙來從哪裡出差回京,一下飛機,一定要先回單位。2004年2月16日,薄熙來抵京赴任,雖然對他的任命要半個月後才正式下達,但他在抵京的第二天就到商務部上班,走訪各個司局,了解情況。上任第3天,就會見了他的第一批外國客人。
上任幾天之後,薄熙來迅速出台了一份名為「15條工作改進意見」的內部文件,該文件被商務部稱為「薄十五條」。文件訂了很多規矩,包括文件的流通、外事活動流程等,如所有外事談話必須錄音,兩小時內將文字稿報送他本人,四小時內報送簡報;部里所有高層領導的手機全天24小時開通等。
Straight from taking the post of Commerce Minister, Bo Xilai has been called 「the English-speaking minister」 by media. This is of no lesser importance due to his hasty temper. Once in a meeting with US parties, the interpreter from the US side was not able to keep up with the tempo. After restraining himself for a while, Bo, who can speak good English, spoke out that we were on a tight schedule and that you didn』t have to interpret as all the Chinese in presence could understand English.
Bo is indeed quick-tempered and outspoken. He is a man of action and does not tolerate any sloppiness. His colleagues call him a 「workaholic」.
No matter when Bo returns to Beijing from a business trip, he would go to the workplace straight from airport. On Feb 16, 2004, Bo arrived in Beijing for his new post. Although his appointment wouldn』t be officially announced until half a month later, he started working in the Commerce Ministry the very next day he arrived in Beijing, visiting underling departments and bureaus to familiarize himself with the working issues. Bo met with his first group of foreign guests on the third day of his swearing-in.
After a few days in office, Bo issued an internal document called 「15 Suggestions on Work Improvement」, which was nicknamed 「Bo』s 15 articles」 within Foreign Ministry. This document stipulated many rules, including circulation of documents and foreign affairs procedures. For instance, it demanded that all foreign meeting should be recorded, transcribed and sent to him within 2 hours, and a meeting brief subsequently issued within 4 hours. It also required all senior ministry officials to keep their mobiles on 24-7. |
