對於大多數外國學生來說，中國的大學不但不用交學費，並且有獎學金。如果您的孩子對中國感興趣，或者政府官員對中國政府管理感興趣，也許您可以去學習，或者去復旦參加論壇。去年，我遇到了SIRPA的負責人，蘇先生，他告訴我，他們在新的全球治理和中國治理模型項目上獲得了相當大的資金。我夢想有一天我會從他們那裡獲得一些廣告獎勵！哈哈哈 這是我的次要目標，但是，SIRPA是一所社會科學學院，無論他們在全球治理方面進行了多少次講座討論，這都是紙上談兵。親愛的弗拉基米爾，我清楚地記得，當我去年在莫斯科的時候,導遊指著莫斯科大學那座輝煌的建築告訴我們，「在自然科學系裡有一個新的政府治理管理部門」，我可以想象它會提供關於如何科學配置資源，如何分析和控制經濟，如何正確運用行政權力來刺激經濟和規範社會的課程。社會心理學部分可能不會被科學模型所觸及，但政府和社會的結構可以用科學來設計。親愛的弗拉基米爾，我沒有看到任何俄羅斯教授在復旦SIRPA的外籍員工名單上，本能地我認為俄羅斯大學政府管理科系應與SIRPA合作，才合理啊。只有這樣，那些效果卓越的中國優秀政治管理模式才能擁有堅實的科學基礎，俄羅斯政府管理系發展的理論才可能有各種應用實踐

Chinese universities, for most foreign students, are free of tuition, and have scholarships. If your children are interested in China, or if government officials are interested in Chinese government management, maybe you can go study, or have a forum in Fudan. Last year l met the head of SIRPA, Mr Su, He told me, they were getting quite a big fund on their new Global governance and Chinese governance modeling projects. I』m dreaming that one day I will get some advertisement awards from them! Hahaha  This is my minor goal。 However, SIRPA is a social science school。No matter how many lectures discussions researchers they have conducted on global governance, they are  all text. Dear Vladimir, I remember clearly, when I was in Moscow last year, the tour guide pointed at that splendid building of Moscow University, telling us, 「there is a new governance management department under the natural science category 「 I can imagine it will provide courses regarding more on how to allocate resources scientifically, how to analyze and control economy, how to properly use administrative power to stimulate economy and regulate society. Social psychology part may not be touched. Handled by scientific models, yet the structure of the government and society can be designed in science. Dear Vladimir, I didn』t see any Russian professor on SIRPA foreign staff list. By instinct I think it』s reasonable that Russian government management should cooperate with SIRPA. Only this way, those premium outstanding Chinese political management models can have a solid scientific ground standing,  theories formed in Russian government management department can have various applications.
