Jackie說你們又問我催要短文，還寫俄國. 上次Jackie跟她的朋友在家裡duet,  Jackie 說習主席, 88, 普京大帝好激動，想聽她們合奏! 於是就想, 是不是中俄現在也在合奏呢？是在合作設計呢？還是在合作按設計具體建設了？不得而知. 今天看電視， 新聞講俄國的遠東研究所負責人介紹中俄之間的交流. 如果俄國真的是有心開發亞洲這部分，那就應該有一個宏偉的規劃，比如說像美國這樣，可以是以俄國國內為立足點，或者現在你們有一個全球的規劃. 比如要開發俄國遠東地區，由此把高鐵從亞洲東北部連到阿拉斯加和北美大陸， 沿線建立起繁華城市和工業基地，並利用遠東的土地及位置，對所選擇的每一個城市的工業分佈，按照當地的資源有一個戰略定位. 比如說有些是做礦產開發，有些可以是夏天的旅遊勝地同時是文化教育金融中心，有些是農業林業牧業基地，有些是信息產業基地，等等，以此來制定高鐵連接網，預估可能需要的基建項目的規模和投資，能源的供給，人力資源的招募. 在一個統籌的系統設計下，再給出一個線路圖，有步驟地分優先後到, 一年計劃，五年計劃和十年年計劃，一點一點地建設起來. 比如說把旅遊當作優先的項目，因為可能投資小而回報快且大. 有了初始啟動基金，就可以逐漸開展其他的項目. 我不知道你們的長遠總體規劃有沒有出來？我想如果俄國把自己的經濟發展，和你們的全球一體頂層規劃聯繫在一起，才會有比較光明的未來，才可能比較會成功. 試想一下, 如果亞美高速鐵路建起來，第一, 一定會有很多人願意投資. 第二, 這個地區要繁榮一定要有高素質的人去移民. 如果俄國的優勢可以和新來的移民相結合，其創造力以及散發出的能量，不可想象！ 當然俄國人一定得解放思想，少一點戰鬥民族的自傲自戀, 孤芳自賞，多一點開放融合和對別人的尊重和欣賞，亞洲有得是人才！

Jackie said that you asked me to write more about Russia. Last time Jackie in her friend』s home played duet. President Xi, 88, Putin the Great were so excited to listen to their ensemble! So I wonder if China and Russia are also ensemble now? Is it in cooperative detailed design? Or is the cooperation concretely constructs according to the design? It』s not known. Watching TV today, the news tells the head of the Russian Far East Institute introduced the communication between China and Russia. If Russia really wants to develop this part of Asia, then there should be a grand plan, like that of the initial United States. It can be based on the domestic Russian, or a global plan.  Part of it such as the development of the Russian Far East, thus connecting the high-speed rail from the northeastern part of Asia to Alaska, North American continent, establishing a prosperous urban industrial base along the line. Using the land and location of the Far East, selecting the industrial distribution of each city, is to assign strategic statuses according to local resource.  For example, some are for mineral development, some can be summer tourist destinations, some are cultural and financial centers, some can be agricultural, forestry, animal husbandry bases, some are information industry bases, etc. Based on the above, you can formulate the high-speed rail connection network, estimate the scale and investment of infrastructure projects that may be needed, the supply of energy, and the recruitment of human resources, and so on.  Under a coordinated system design, after giving a route map, you can have a    Plan with priority, a year plan, a five-year plan, and a 10-year plan. Then   build it step by step. For example, taking tourism as a priority project, because the investment may be small and return is fast, and with the initial start-up fund, you can gradually develop other Projects. I don't know if your long-term master plan has come out yet? I think if Russia links its economic development with your globalization top-level plan, it will have a brighter future, and it will be more likely successful. Imagine if the Asian-American high-speed railway were built, the first would be that many people are willing to invest. Second for a region to prosper, there must be high-quality people to immigrate in. If Russia's advantages can be combined with that of new immigrants, its creativity and the emitting energy, way over be imagined!  Of course, the Russians must emancipate their minds, and they will be less proud of their own pride and arrogance. They should be more open and integrated, respect and appreciate others. Asia has talents!
