中國成工業區勞動人口應該有所補償

如中國就成了工業區，那人口是不是應該向生活環境條件比較好的住宅區移動？或在中國的勞動人口應該有特別的補償？If China has become an industrial zone, should the population move to residential areas with better living conditions? Or should there be special compensation for the working population in China?
