Jackie說我昨天的短文很好，真謝謝你們，你們懂我在說什麼, 還要我繼續寫一帶一路. 我是一個書生，只會紙上談兵，在真正實際操作中，親愛的主席，88，你們才是行家. 你們在阿拉斯加開了那麼多天的會，其實目的就是要改變現有國際系統結構的. 現有的國際結構是美國霸權下的專制，經濟系統受美元綁架轄制. 這個世界系統的缺點在於美國將非美國地區置於次等地位，都要向美國皇帝朝貢. 美國國內的政治結構相對來說比較合理，但是卻是剛性又缺少flexibility的，很多系統之間缺少共振,人與人之間缺少有機的聯合，不能夠盡大可能的發揮人的主觀能動性，那這個社會在資源上有很大的浪費. 要維持這個系統運作，就靠美國的軍事力量在世界各地掠奪各種資源，這完全不能長久. 而中國的一帶一路倡議，是想將國際上美國獨霸的專制體系，變成全球的民主制度，哈哈哈哈 讓大家都有機會成為跟美國平起平坐的民主發達國家. 而上層的國際管理系統，是由象聯合國這樣的權力機關來共同治理！ 要建立這樣一個結構，先來做一些分析. 中國的偉大政治家們比較擅長中央集權的政治體系，中國人尤其是擅長在落後的生產力條件下如何以最高層的公權力，所向無敵無阻礙地深入穿透主權範圍內的各個空間，集中優勢資源迅速有效地提升國家經濟水平. 可以想象中國有的時候行使權力，是在國境內統一的文化政治環境中，不一定要有具體的現成的法律依據也可以得到民眾的支持.而 發達國家如歐盟，歷史傳統是小國獨立，他們有將各國的經濟綜合協調發展的模式--歐盟，此模式超越各國的主權，在經濟領域可以優化調配資源，獲取最大的利益！歐盟國家雖然各有其文化特色，但是文化背景宗教信仰地理環境相似，所以運作起來阻力不大. 可是光在經濟上建立歐盟而沒有政治上的結盟，這不是一個完全政經合一的政治結構，與中國美國這些大國相比，效率和效果是有限的. 如只能局限於經濟方面，那有些事情是沒法做的，會對歐盟內部運作產生負面影響. 當然在政治上歐盟他們就情願或不情願只能依付老大美國，做一些踩踏別的國家而獲利之事，或者同時又被美國敲竹杠.  中國一帶一路項目所改變的國際結構，是想像歐盟這樣的呢，只在經濟上結盟具有在全球可以行駛的公權力呢，還是想像中國這樣設計成完全的中央集權，對整體的國際結構進行綜合改變和優化？ 而在開始實施改造的過程中可以先從經濟結構和人文交流方面先著手？ 如果要像中國這樣，那是一個很宏大的設計，要知道無論中國還是歐盟或美國，在權力範圍之內的政治結構運作，是基於文化宗教相對來說都是homogeneous的條件下的. 現在世界分成不同的文化宗教區域，在加建上層權力機構的時候，再附以權力和執行權力的時候，就會非考慮不同的文化宗教傳統影響.  而先進行人文交流使價值觀統一或理解接納就變得必不可少！ 晚了，明天再講！
