現在數字化程度越來越高，比如說在藝術上每一種顏色都可以用RGB精確地表示，中國的水墨畫墨色有濃淡之分，可是沒有一個絕對的濃淡標準. 可是在素描里，形容黑的濃度，gray scale, 是從1到10，10最黑. 就是在音樂里，都有一定的詞形容速度快慢和音量高低. 雖然沒有足夠量化，但分出層次. 親愛的主席，88，一帶一路是一個超大工程, 是對文明的整合，是增強文明的管控. 要管控就有定量，我覺得這次一帶一路工程是人類第一次對政治開始定量，有定量數字化，那就可以分析，比較，找出規律，加以調節，就是說政治也可象utility那樣可以調控的.  要對政治系統定量，就要做很多的分析研究考量. 比如秦朝商鞅變法以後國家強盛起來，變法如何使國家強盛？比如他施行井田制，有效利用耕田不讓勞動力閑置，那就增加了產量，而發展農業為國家增添財富使國家強大. 秦人打仗如虎狼，因為秦軍獎勵政策好，多殺敵人可以多分田地，在心理上刺激秦軍士兵勇敢善戰！ 不同國家有不同的政治結構，但是有相似的子系統, 都要靠發展經濟，增加稅收提高人們的生活水平. 你們有很多工作要做，是因為要對這些國家的政體建立模型，賦予定量，那才可以進行比較分析，並在所有可能的行政措施中，尋找適當的手段刺激經濟.人文之所以重要，因為是在心理上給予人們價值的認同.當這些模型給出的數據支持一帶一路項目的決定時，這是強有力的科學的決定，會對那些在心理上價值上不認同的人產生正面的影響. 現在全世界都看著中國一帶一路，有很多人滿腹狐疑，非常抵觸中國，以為中國又在製造另一個超級霸權！中國缺少足夠的宣傳，當然一開始中國是從自己的角度出發想解決某些過剩產能. 在人們交流方面，中國和世界各地有很大差距的. 這也是為什麼中國走出去一帶一路，是從跟人文相隔最遠的基礎建設開始的！但是我覺得，一帶一路是一個巨大的工程，既然中國有錢，為什麼不先出一小部分錢讓全世界的有名的大學，智庫，研究單位，工業企業，金融機構，有可能相關的具有影響力的單位，一起來對各方面做一個評估和考量呢？  軍工大系統，有時候光主系統設計的文件就有50厘米厚，更何況幾十種子系統呢？ 我每換一個工作，第一年都要死啃文件，那時晚上把Jackie放睡了，我一個人在燈下看那些東西，看到半夜一二點. 我有時還要幫他們寫系統設計，因為那些人的知識經驗都在幹事兒的肚子里. 當我寫完系統設計，那我也就弄懂了整個設計！讓這些國家的人參與評估，考量，制定規則，他們也就懂了，就不會跟你作對了，就知道一帶一路巨大工程有多少機會，有多麼偉大了！88，這下你們有的事體做了，莫老老呃，做勿光呃！
