中國智庫對於多種文化間的，屬於上層建築意識形態的環境下的合作項目的經驗和人才是不夠的  Chinese think tanks are not enough for the experience and talents of cooperative projects in a multicultural environment that belongs to the superstructure ideology.
親愛的主席，88，上一篇講到中國向全世界投資輸出產能！最近中國和印度簽訂條約全方位合作！這個不簡單的. 如果中印這兩個大國能夠互相合作，這兩個在世界經濟中舉足輕重的市場地位，如果兩個的經濟能夠在相似的水平，那誰都得害怕呀！ 如果中國能夠在印度建立成功的合作投資典範，應該將其模塊化，將經驗公式化.比如說，當對某一地區進行全面分析時候，先要對更大的地域以國家或相似的文化宗教，和能源供給道路建設優先考量的 .然後，在低一點層次要看人口數量和人口素質及年齡，當地產業和機器工業化程度，其利潤比例，當地的基礎建設，住房能源道路情況，交通流量，商業銷售點，衣食住行配套情況，土地資源氣候情況，所有這些都可以用數字的方式加以記錄和呈現. 這些分析的結果數據可以作為下一步決策的重要依據. 你們可以按照經驗, 按照某一種特定的配比原則和公式規律，在這樣子的生產力，生活水平和經濟條件下，這個地區需要哪些的補充，什麼樣的新產業比較適合，需要多少人多少資金投入，放在什麼地方等等，制定出一個初步的規劃. 然後各方就初步規劃進行商討，進行完善，拿出線路圖，挑選適合的執行的團隊，及法律程序和政治權力分配進行最後定稿. 然後就按部就班，資金到位，人員到位，開工建設！如果像印度這麼樣貧窮人口眾多的大國，那麼長的歷史那麼豐富的文化盤根錯節，都能夠按模式來進行改造的話，那其他國家應該不那麼複雜，事情會容易許多！當然這主要是對於較少有關文化項目的.  應該承認，中國智庫對於多種文化間的，屬於上層建築意識形態的環境下的合作項目的經驗和人才是不夠的！因為中國智庫的經驗，主要來自於單一文化環境下的經濟建設，文化宗教衝突的可能性不大. 但現在跨國的跨洲的項目比比皆是，中國應該不滿足於只做這些底層的基礎建設的項目吧？中國智庫現在也應該開創合作模式，積累經驗，和諧世界. 因為這許多年中國人只能賣產品，但是人走不出去. 很多時候別人用了你的產品，卻還欺負你！應該要建造一個大家互相尊重和平相處的世界環境，不以文明的高低而巧取豪奪，而讓文化彼此融合碰撞產生更璀璨的創造力.

Because the experience of Chinese think tanks mainly comes from economic construction in a single cultural environment, there is little possibility of cultural and religious conflicts. But now multinational, cross-continental projects are abound, China should not be satisfied with only these underlying infrastructure projects? Chinese think tanks should now also create a cooperative model, accumulate experience and make the world harmonious. Because many years, Chinese  can only sell products, but people can't go out. Many times others use Chinese products, but they still bully Chinese! It is necessary to build a world environment in which everyone respects each other and live in peace. They do not take advantage of the level of civilization, but let culture merge and collide to produce more wonderful creativity.
