but after i read two translations, i feel this way
"Developing is the first priority".
be aware developing and develoment r different in english but not in chinese.
Context: at a time when many theories compete to lead the direction of China's future, Deng made "development" as the only viable choice for the nation. The 硬 here is to emphasize the choice as having no alternatives, as against the word 軟,which indicates flexibility.
I don't know why but the use of the word "development" alone makes me a bit uncomfortable. I have read phrases like "the development of a new computer program," "the latest development in Foreign affairs," and "a development area" but can't recall any occasions that this word appeared alone in a sentence.
In "發展是硬道理", the phrase "發展" seems to mean "developing economy", or "lifting the status of China's economy as a whole".
發展是硬道理:
Development is of the over-riding importance (official translation?)
Developing (economy) is the first/top priority (makes a lot of sense to "Laowai");
Development is the indisputable truth/Development is an absolute principle (faithful to the original);
Improving (our) economy takes the priority (more of an interpretation);
The top priority is to facilitate the development of China's economy as a whole and any other initiatives that are in conflicts (with this rule of thumb) should yield the way. (a lengthy explanation with a lot of redundancies).
