歐洲的政體和美國的政體是不一樣的. 美國設計政體的理念, 是盡量的科學化制度化而不是人為化人性化，是分支的線性結構. 就象一個大的對照表, 輸入的項目有限，輸出的結果是預先設定的. 美國人就是這麼施政的，而這就是僵硬的大法律系統所能做的。所以只有對適合那些輸入的項目，出來的結果才是科學和合理的！不然，就強加於人！因為輸入項目有限，有很多不適合輸入條件的被硬生生地適足消履塞了進去，這就是為什麼中國人覺得美國人腦子一根筋的原因之一. 而且在輸入層次上，由於政治種族文化等等因素，輸入者為了達到其所需要的結果，可以罔顧事實編造歪曲，還把無辜者送入根本不屬於他的輸入口. 所以美國政府做事，是一定要你適應他的行政機器的，你是根本沒法違背的. 不然你就被機器給絞碎了.
