阿富汗將成為另一個越南

     上世紀60年代，作為美國參議員，我為越戰那場極其錯誤的戰爭而苦惱。在盡我所能不讓我們的軍隊和越南人民陷入那場毫無意義的衝突之後，我終於在1972年競選總統時向公眾陳述了自己的看法。我在發表全國講話時說，越南悲劇的唯一好處就是它造成的巨大人員傷亡和財力損耗將阻止任何未來的政府再走上這條路。

    我錯了。今天，我目瞪口呆地看到奧巴馬政府決定讓阿富汗那場同樣錯誤的戰爭升級。我聽著我們才華橫溢的年輕總統解釋為何除了他已增派的2.1萬人之外他還要增兵3萬，腦子裡只有一個念頭：又一個越南。我希望自己沒說對，但歷史給了我相反的答案。

    約翰•肯尼迪、林登•約翰遜和理查德•尼克松這幾位總統都認為，拯救西貢政府、擊敗胡志明及越共叛亂分子的最佳辦法是派遣美軍。然而叛亂武裝只是越來越強大，即便我們有超過50萬大軍在越南浴血奮戰。

    幾年來，我們在阿富汗部署了數以萬計的部隊，我們還派去了數量甚至更多的雇傭兵(也就是這些日子以來所謂的「承包人員」)。和當年的越南一樣，叛亂武裝越來越強大，而阿富汗政府跟我們支持的西貢政府一樣腐敗。

    為什麼我們要讓美國年輕人為了這樣毫無價值的政權去冒犧牲和致殘的危險？政府說，我們必須跟阿富汗的「基地」組織作戰。但「基地」組織的主要力量是在巴基斯坦。

    阿富汗的叛亂分子是塔利班領導的。塔利班的目標是它本國的政府，不是我國政府。它跟我們唯一的爭執是，塔利班看到我們利用自己的部隊及其他資源支撐他們鄙棄的政府。美國增兵將讓塔利班的鬥志更旺。

    從1979年開始的近十年的時間裡，蘇聯人試圖控制阿富汗的局勢。他們損失了1.5萬名軍人，而致殘或受傷的人甚至更多。他們的國庫耗盡，蘇聯垮台了。

    我們有世界上最優秀的軍官和作戰部隊，但經過伊拉克和阿富汗近十年的戰事，他們疲憊不堪。為什麼還要浪費這些優秀的軍人呢？

    即便我們很有理由打阿富汗戰爭，我們也完全承擔不起它的代價。12萬億美元的債務，嚴重的經濟危機，這不是在海外打不必要之仗的時候。我們應該在更多的軍人犧牲或受傷之前——在我們的國債激增之前——讓將士們回國。 1964年，約翰遜問我們幾位當年沒有競選連任的參議員是否願意為他的選戰助陣。他向我們這些反對越戰的人保證，他沒有向越南增兵的計劃。向選民表示不想擴大戰爭的約翰遜以絕對優勢贏得選舉。他在競選期間說：「我們不準備把美國小夥子送到離家9000或10000英里的地方去做亞洲小夥子應該自己做的事情。」

    然而，一旦當選后，約翰遜便開始向越南增兵，直到駐越美軍超過50萬。最終，超過5.8萬名美國人在越南死去，還有遠遠更多的人身心受損。這還不論在美國轟炸下死去的近200萬越南人。

    約翰遜的國內政績極佳，但越南扼殺了他「偉大社會」的夢想。戰爭令如此之多的美國人——無論平民還是軍人——感到無法承受，曾以絕對優勢當選的約翰遜4年後沒有尋求連任。

    奧巴馬有能力成為一名偉大的總統；我只是希望，阿富汗不會損害他曾發出的變革信息。在半個世紀的冷戰和熱戰之後，是該重建我們陷於困境的偉大國家的時候了。結束伊拉克和阿富汗衝突，我們可以用正投向那裡的巨額資金重振我們自己的國家。

     1972年，我向國民發出了「美國人，回家吧」的呼籲。今天，我把這句話推薦給我們的新總統。

此文送給諾貝爾和平獎獲得者奧巴馬，正合適。
不過相比較而言，伊拉克戰爭更沒有正義而言，也更像越南。

贏得戰役，輸掉戰爭。老美記性不太好啊。

美國這次金融危機，80％是因為伊拉克戰爭和阿富汗戰爭鬧的。再打上10年，中國就可以「不戰而勝」了。

60年代的美國參議員？這位老先生現在快100歲了吧？

He has been a US Senator since 1963 and, following the recent death of Ted Kennedy, is currently the second-most-senior member after fellow Democrat Robert Byrd. He has continuously represented Hawaii in the US Congress since it achieved statehood in 1959, serving as Hawaii's first US Representative and later a US Senator. Inouye was the first Japanese-American to serve in the US House of Representatives and later the first in the US Senate. He is the third oldest US Senator after Robert Byrd and Frank Lautenberg. He is also a recipient of the Medal of Honor.

Daniel Kahikina Akaka (born September 11, 1924) is the junior US Senator from Hawaii and a member of the Democratic Party. He is the first US Senator of Native Hawaiian ancestry and is currently the only member of the Senate who has Chinese descent With the departure of Senator Ted Stevens of Alaska he became the fourth oldest member of the United States Senate after Robert Byrd, Frank Lautenberg, and Daniel Inouye.
