What is his envisioned 'conflict ending' approach? Durable and acceptable to all parties involved? How much stolen territory does he envision Ukraine giving up to Putin? Does Rubio want Putin to recognize Ukraine as a legitimate and independent country? He has never done this before. Putin fundamentally believes that Ukraine is a part of Russia and cannot be allowed to pursue its own path.
