Dear Council Members,
As a concerned citizen of the 49th district, a candidate for the district assembly, an attorney, and a father, I oppose several housing and homeless shelter projects under consideration, including the Elara Housing Project in Arcadia, the Winter Shelter Project in El Monte, and Alhambra』s TEAM and HOME initiative.
While these projects aim to address homelessness, they pose ongoing dangers to our neighborhoods. They risk increasing crime rates and compromising public safety by bringing individuals with mental health and substance abuse issues into our community, threatening our families' well-being. Allowing the Elara Housing Project, Winter Shelter Project, and TEAM (HOME) initiative to proceed without significant changes would jeopardize our community. We need stricter oversight, smaller-scale projects, and comprehensive plans to address mental health and addiction before introducing vulnerable populations into our neighborhoods.
Project in Rosemead. Our advocacy and community efforts led to a significant reduction in the number of residents We have already seen success in our efforts to push back against unsafe projects, most notably with the Maryvale allowed at the facility. This victory was critical in maintaining the safety and stability of our neighborhood. I have played a critical role and collected support of over 25,000 signatures opposing the project, more than half of Rosemead』s total population. On October 23, 2024, the City Council made several important modifications. So it is clear that the Rosemead residents have spoken, NO means NO, and therefore as a result, the city council imposed several significant conditions. The Seton House program shall now exclusively serve women with children under the age of 10, with a maximum residency set at 29 women and up to two children per woman, maintaining a total residency of 87 (29 women and 58 children). Any increase beyond this limit will require discretionary review. Additionally, a drug-free environment policy will be established, featuring strict rules that prohibit drug use on the premises and outline corrective actions for violations. Similarly, the Hope Housing for Students program will exclusively serve female students attending college, with a maximum residency limit of 14 female students, also subject to discretionary review for any increases beyond this cap. These modifications reflect the community's advocacy efforts and aim to enhance safety and stability in the neighborhood. We must learn from this success and continue to advocate for the protection of our communities. The Maryvale case demonstrated that when we work together, we can force changes that reduce the negative impact of these projects on local residents. By limiting the number of residents and ensuring better oversight, we can mitigate the dangers associated with such developments. I strongly urge the council to consider this precedent when evaluating current and future housing projects.
It』s important to note that while grants passed to allow this project, even the project』s creators voted 4 to 1 in favor of these modifications. This precedent demonstrates our power to achieve change that prioritizes publicsafety and community well-being. The Maryvale Project serves as a model of how we can work together to enforce protective measures and reduce potential risks for our neighborhoods. I am proud to be standing as the top vocal. According to the Pasadena Star News, 「 Among the most vocal opponents was Long David Liu, an attorney and candidate for the state Assembly.」 This has shown my dedication towards making our neighborhood a better and safer place.
