前言: 近日娃他爹看電視新聞,很不爽,恨透民主共和兩黨犧牲民眾利益和國家利益的你爭我斗。再次奮筆疾書,寫下此文。令咱感動不已,咱中國就是爭氣,讓他爹不得不發表如下感言:
一個美國人的反思:「中國有限公司」

雖然美國從國民生產總值看仍是較大的經濟體,美國人民從人均收入和購買力看也較富裕。但是這種差距正在逐年縮小,而且結論是,幾乎不用假設,未來某一個時候,中國將是世界佔主導地位的經濟體。
雖然很明顯美國和歐洲是成熟的經濟體,而中國也許還只在將覆蓋其所有民眾發展的半途中。但是美國和中國兩個國家的經濟和政府制度有著明顯的區別。一個很有幫助,另一個則不是。
美國的政治制度總的來說有害於商業和經濟發展。雖然從歷史上看,還不至於如此,但是美國國會以及國內社區「左派和右派」之間的政治口吻已經製造了「我們對他們」的心理狀態,而這對投資,新技術,基礎設施和替代能源的繼續發展是沉重打擊。而所有這一切對本國吸引外國投資,以及正在進行中的國土安全,及維持其作為世界創新領袖的指路明燈地位是非常重要的。
我指責在自己人之間製造這種敵意的兩黨領導和地方領導,他們的注意力不是辯論真正問題,卻寧願專註於一些雞毛蒜皮的事情。最終損害美國作為一個領導者在世界的地位。
中國在過去的三十年間已經發展成為一種新型的資本主義。商業和政府之間表面上看去是真正的合作夥伴關係。中國在過去的30年裡足跡遍布全球,在許多方面的增長指數是很強勁的。但是,此增長的最大因素是政府對國家和人民未來的投資。
雖然兩種政治制度再不同不過了。但是,很明顯,中國的政治制度,已經是行之有效的,比美國的制度更利於出成就。雖然美國一路都在發展替代能源的新技術,但是中國在這個方面已經領先。在美國限制其太空項目的時候,中國卻積極繼續增長在這個領域的預算。
在美國公路基礎設施實質上已成為不斷被嘲笑的「坎坷」主題時,中國卻在繼續興建新的道路,連接各大城市,使其內部經濟更加有效。
在美國還在繼續與汽車和公共交通談情說愛時,中國卻已經開發出了世界上最快的子彈頭列車,而且正在開發更為複雜的公共交通系統(公共汽車,火車,地鐵),以使日益富裕的勞動力可以更輕鬆地上班。
在美國花費數萬億美元在不受歡迎的戰爭上時,中國卻已經建設成一個世界上最大的外匯儲備國,其外匯儲備比日本,歐盟,俄羅斯及美國全部加在一起還要多。
這是為什麼?為什麼我們的民主令我們失敗?為什麼中國在我們應該做的最好的方面比我們做的還好?
答案很簡單:中國沒有深陷那些阻礙發展和決策的地方政治的泥潭,或「左派和右派」問題。公民沒有被 「黑或白」或「移民」,或「奧巴馬對佩林」之類的問題而分裂。他們致力於他們的生活,向前走,做生意,創造他們的未來。
實際上,中國就像是一個現代化的美國公司。他有董事會(政治局)和上層管理(中央委員會)。就像一個美國的現代化公司,任何關於運營和行為的公司(不管是否有股票或是否已經上市還是只有一個東主的私人公司)決定都是由董事會(或東主)作出的。
在美國一家公司或企業的普通工人去上班,執行任務,因為擔心失去工作而不會製造問題,而是遵循上級的指示,上級又執行上級的命令,一路到頂部(董事會/政治局)
這種顯著的差異不僅在我們的政治中,也在我們對政治的行為中。這裡的政治分歧能把一家人變得互相敵對直至發生暴力。
雖然我們應該珍惜我們的「自由」,但事實上2008年只有57%的合格選民實際上投了票。2010年只有41%的選民投票(中期選舉-非總統選舉年)。所以,幾乎50%的美國人口存在於一個他們的領導是為他們而選擇的「自由」中。就像在一間公司,就像在中國一樣。
美國的普通公司都比美國政府經營的更好。中國政府比美國政府運作得更有效率難道還有疑問嗎?這不應該是個意外吧。制度的設計是為了決策--就像一家現代化公司。它能及時改變方向,並對需求快速反應----這些都不用麻煩政治上有分歧的公民們,以及他們的高度黨派主義的代表。
他可以輕鬆決定投資到未來而不用受到強大的遊說干擾(投資到替代能源諸如電池,風能,太陽能就是極好的例子)。遊說者是犧牲公眾的利益而向壟斷者妥協。
雖然這篇文章看起來是為中國的政治制度叫好,而貶損美國民主—其實就是為了喚醒美國和他的民眾認識到我們的經濟問題其實就是我們自己和我們的領袖們一手造成的。這些問題是我們的制度導致我們的國會代表們為保住權位而欠下捐款者的人情,最終,只為那些給他們錢的人服務,而不是整個國家利益服務。
雖然中國成為最大的經濟體已經不可避免,美國也不一定就非得成為二流強國。但是,要保持我們在世界上的地位,我們的政治制度就必須與國家和人民的進展保持一致,而不是成為某個政黨中腐敗者的受益者。
中國有限公司將在此駐足。習慣她吧。擁抱她吧。向她學習吧。這是目前影響這個國家的疾病的良藥-我們的領導和政黨僅僅代表了大約50%的人口(那些投票給他們的人),卻犧牲了其他50%的人口的利益。兩黨已經證明了他們對維繫他們的權利基礎比對美國的國家力量更感興趣。

A NEW MODEL IN CAPITALISM
AND HOW THE U.S. POLITICAL SYSTEM
HURTS AMERICAN GROWTH AND LEADERSHIP

While the
USA is still a significantly larger economy as measured by GDP and its』 people
are also better off as measured by per capita income and purchasing power – that
difference has been getting smaller every year and it』s nearly a forgone
conclusion that at some point in the future that China will be the dominant
economy in the world.
While it』s
clear that the U.S. ( and Europe ) are mature economies and China is perhaps
only midway through its growth to encompass all of its citizens there are clear
distinctions between the U.S. and Chinese systems of economics and government.
One is helpful and the other is not.
The U.S.
system of politics is harmful to the growth of business and the economy in
general. While historically this hasn』t been true the current toxic level of
dialogue in the U.S. Congress as well as the political tone between 「the left
and the right」 throughout communities in the country has created a 「us versus
them」 mentality that stifles much needed growth in investment, new
technologies, infrastructure and alternative energies – all of which are
important to the country to invite new foreign investment as well as its
ongoing national security and maintain its beacon as the world leader in
innovation.
I blame the
leadership of both political parties as well as local leadership for creating
this environment of hostility amongst our people and for diverting their
attention from the real issues to debate but rather have them focused on petty
issues that in the end jeopardize the U.S. position as a leader in the world.
China has
evolved over the last three decades into a new paradigm of capitalism that
appears to be a true partnership between its businesses and the government. The Chinese global footprint has grown exponentially during the last 30
years in many ways – but the single biggest factor in its growth has been the
investment by the Government in the future of the country and its people.
While the
two political systems couldn』t be more different it is obvious that the
political system in China, as it works, is much more conducive to achievement
than the U.S. system. While the U.S. has plodded along in the development of
new technologies for alternative energy the Chinese has taken the lead in that
area. While the U.S. restricts growth in its space program the Chinese continue
their aggressive growth in their budget for this area. While the U.S.
infrastructure of roads has become a
continual topic of derision for its 「bumpy」 nature the Chinese continue to
build new roads linking cities and making their internal economy more efficient.
While the U.S. continues its love affair with the automobile and overall
disdain for public transportation the Chinese have developed the fastest bullet
train in the world and are developing intricate systems for public
transportations ( buses, trains, subways ) so a growing and wealthier work
force can commute more easily to their businesses. While the U.S. SPENDS
TRILLIONS OF DOLLARS ON UNPOPULAR WARS OF DUBIOUS NATURE the CHINESE BUILD A
FOREIGN EXCHANGE RESERVE THAT IS THE LARGEST IN THE WORLD AND IS LARGER THAN
JAPAN, THE EUROPEAN UNION, RUSSIA AND THE UNITED STATES COMBINED !
Why is that?
Why is our democracy failing us and why is China doing better at what we have
always done best?
The simple
answer is China doesn』t get mired down in the quagmire of local politics or 「left and right」 issues that holds back
progress or decision making. The citizenry doesn』t get divided over 「black and
white」 or 「immigration」 or 「Obama vs Palin」 type of issues. They are focused on
their lives, getting ahead, doing business and securing their future. In effect China operates like a modern U.S.
Corporation. It has a board of directors ( the Politburo ) and upper management
( the Central Committee ). Like a modern company in the U.S.A., any company (
whether it has stock and is traded on a stock exchange or a private business
with one owner ) decisions about its operations and behavior is made by the
board ( or the owner ). The average worker at a company or business in the U.S.
goes to work, does his job, doesn』t make problems for fear of losing their job,
and follows the direction of his superiors
who take their orders from their superiors, from all the way to the top
( the Board of Directors / Politburo ).
It』s not
only a significant difference in our politics but also in our behavior toward
politics. Political divisions here can put members of the same family against
each other even to the point of violence. While we cherish our 「freedom」 the
fact is that only 57% of eligible voters actually voted in 2008 and only 41%
did so in 2010 ( a mid term election – non Presidential ). So, nearly 50% of
the American population exists in a 「freedom」 where their 「leaders」 are chosen
for them. Just like at a corporation, just like in China. The average
corporation in America operates better than the U.S. government. Is it any
wonder that the Chinese government operates in a more efficient manner than the
U.S.? It shouldn』t be a surprise. The system is designed for decision making –
just like a modern corporation. It can change direction more rapidly and
respond to needs more rapidly – all without the bother of politically divided citizens
and their highly partisan representatives. It can make easy decisions on investments into
its future without the interference of powerful lobbies ( the investment in
alternative sources of energy like batteries, wind, solar is a great example )
who could derail efforts to compromise their monopolies at the expense of the
citizens.
While this
article may seem to be a treatise on the benefits of the Chinese political
system versus the Democracy of the United States – it really is meant as a wake
up call for the United States and its citizens to recognize our problems
economically are really engineered by ourselves and our leaders. They are
caused by a system where our Representatives are indebted to their money
raisers to maintain their power which at the end of the day serves only those
who give the money and not the country at large.
While it is
inevitable that China will become the largest economy, it doesn』t have to be
that the U.S. becomes a second rate power. But, to maintain its standing in the
world our political system needs to become more in tune with how to progress as
a nation and a people and not as a beneficiary of a corrupt member of some
political party.
China, Inc
is here to stay. Get used to it. Embrace it. Learn from it. It』s key to the
illness that currently affects this country – our leadership and political
parties really only represent approximately 50% of the population ( those that
voted for them ) at the expense of the other 50%. The parties have proven they
are more interested in providing for their power bases than they are in the
power of America.
While many,
if not most, will disagree with this paper – it』s not because it』s false, it』s
because the truth hurts. Until we, the USA, face our own short comings China,
Incorporated will continue to do better those things we used to do best.
