「降半旗」怎麼說？

2008年5月19日14時28分，在幅員遼闊的中華大地上，驟然響起了無數汽車、火車和艦船的長長鳴笛聲，一陣陣凄厲的防空警報聲也在各個城市拉響。人們都低頭肅立著，靜靜地為舉世震驚的汶川特大地震遇難者默哀3分鐘。此前，國務院已正式發出公告，宣布2008年5月19日至21日三天為全國哀悼日，全國和各駐外機構下半旗誌哀，停止公共娛樂活動。


Air raid sirens, and car, train and ship hornswailed and people stood for three minutes in silence yesterday to mournthe tens of thousands who died in last week's earthquake.
防空警報聲響起，汽車、火車和艦船笛聲哀鳴，人們肅立著為上周地震中的遇難者默哀3分鐘。


Flags were flyingat half-mast across thecountry and all public entertainment has been suspended as thethree-day mourning period started. The Olympic torch relay is alsosuspended during the period.
在為期三天的全國哀悼日期間，全國各地降半旗致哀，停止各類公共娛樂活動。此間暫停奧運火炬傳遞。
上述報道中，stand in silence就是「起立默哀」的意思，at half-mast是「降半旗」的意思，用在句子里我們可以說：


Flags are at half-mast. /Flags are flying at half-mast.但也有專家認為「降半旗」應該譯作「at half-staff」，因為half-mast 專指 the flag being lowered「is on a ship or at a naval installation（海軍軍事設施）」。


哀悼日期間，除了suspend publicentertainment（停止公共娛樂活動），suspend the Olympic torchrelay（暫停奧運火炬傳遞）以外，外交部和駐外使領館還設了「弔唁簿」（condolence books），「股票和期貨交易」
（stocksand futures exchanges）5月19日下午14:28時「臨時停市3分鐘」（temporarily suspendtrading for 3 minutes）。
