道德經七十五章，民生府治



民之飢，以其上食稅之多，是以飢。

民之難治，以其上之有為，是以難治。

民之輕死，以其上求生之厚，是以輕死。

夫唯無以生為者，是賢於貴生。



現代漢語解析如下：

造成人民飢荒貧苦的原因，是因為上級政府官員課稅過多，所以人民飢餓貧困。

造成人民難以治理的原因，是因為上級政府官員政令律例混亂過多，所以人民無所適從以執行而難治理。

造成人民對生命不珍惜，輕視死亡，是因為上級政府官員好大喜功，害民傷財，人民生活成本超高，所以沒辦法生活而對生命不珍惜。

只有上級政府官員不好大喜功，不害民傷財，不司過多混亂政令律例，這樣才是賢明而民生富貴。



The reason of people suffering from famine and poverty, is there are too many taxes and fees consumed by the governor. Therefore, the people are hungry and poor.

The reason the people are difficult to be governed and ruled, is the governor issues too many messed decrees. Therefore, the people are difficult to follow the government decrees, and they are difficult to be governed.

The reason the people do not weigh their life, is the governor weigh his achievement that makes many unnecessary projects causing people living cost super high. It is difficult to make life therefore, people do not weigh life.

Only the governor that does not weigh his achievement by make unnecessary projects, does not make people living hard, does not issue so many decrees,  are a good officer that let people rich.
