一個瀝青廠，將矗立在我們身邊？！ 老錢 11/01/19
昨晚睡得比較早。昨天正在忙於寫第三篇關於JC市的議員競選，以及城市發展的文章。。。
一早醒來，看看JC的《市政群》有什麼新進展。立刻，被一個Asphalt/瀝青攪拌廠的最新事件驚住了！
事情是這樣的：我們Fulton郡的鄰居Forsyth郡，已經立案：
要在SR141旁，緊鄰JC市的地點建立一個Asphalt/瀝青攪拌廠！

Asphalt/瀝青的致癌危險性，應該是眾所周知的了（見後面的附錄）。 毋用置疑，這是一個關切到我們三個郡的民眾（包括Gwinnett郡，特別是緊鄰的St.Marlo社區以及其他幾個沿著McGuinnessFerry Rd上的幾個相當新的社區），最少說也是方圓十哩之內的人們的切身利益的重大嚴重issue！JC的方圓直徑才不過5哩！
因為這是公共事務，已經是民眾討論了。沒有任何隱私，沒有任何版權問題。所以，我立刻打包向亞城社區各大群轉發，廣播了。
謝謝《JC市政群》里的，各位「先聞先知先覺先議」的民意達人們！
首先，大家要立刻豎起耳朵來，睜大眼睛來關切，到底是怎麼回事？然後是，怎麼辦？！
特別是，這不是僅僅華人的事務，這是這個區域里所有民眾，不分紅回黑白，所有的人的切身厲害！
Asphalt/瀝青的致癌危險性，應該是眾所周知的了（見後面的附錄）。
看看這張照片，看不出有什麼全封閉的特別環保措施。特別是，一連串的大卡車在排隊等待被傾注裝載。。。我不是環保專家，這樣的「開放性」的裝載方式，能密封不泄漏嗎？
再來看看這個工廠/Manufacturing的地址。如這張地圖，是正在競選JC市議員的Mr Kemp Altom提供的。如圖所示， 這個廠址就在GraniteLn上，也就是SR141/Peachtree Pkwy的路邊。

很容易Google Map一下，就可以看得更清楚。SR141的正對西面就是Deer Lake小區。東面一哩/Mile就是St Marlo。北面不到兩百米就又是一個密集的小區。南面就更加靠近了，是一個聯排棟的小區。。。

據說考慮到環境和民眾反應，這還是新的改選的地址，是邊遠的「人煙稀少」的地區！從原來的Laura Spring，改到Granite Ln。「fartheraway from any residents than the current plant is located. The new plant willbe quieter and utilize more environmentally efficient advances」，見附錄三。
1. 需要改選地址，考慮到環保，這就是不證自明，不打自招的「有危害性」。
2. 「邊遠/farther away from any residents」，其實是以鄰為壑！現在的Fulton，Forsyth和Gwinnett三郡已經是大亞特蘭大地區的欣欣向榮，蓬蓬勃勃地高度發展，人口稠密的地區了。哪裡還有人口稀少？
3. 而且這個新地址，如上面地圖所示，東南西北四面都是Forsyth郡自己的密集居民區。再南面就是JC市的繁華商業和醫療區域。
我們應該向自己所居住小區HOA和Neighbor網路，提出報警，提醒這樣一個重要的事態。
我建議《市政群》應該再一次緊急聚會來討論這個事情。而且應該邀請這次市議會競選的所有的競選者來加入。應該由他們出頭，去推動JC市政府/市議會來參與。特別是這次的競選中有兩個律師。首先，要告訴我們民眾，這個建Asphalt工廠的計劃，符合美國的環境保護要求嗎？EPA的規定是什麼？態度是什麼？
我們首先要把情況了解清楚，然後才是，怎麼辦？！

一，吳明 轉發的關於Asphalt的信息：
工廠生產瀝青，那個規模和濃度是普通鋪一薄層瀝青無法比擬的，搞不好到時候每天開窗就聞到芳香烴的味道，不要抱怨房價下跌喲！
2017年10月27日，世界衛生組織國際癌症研究機構公布的致癌物清單初步整理參考，瀝青、職業暴露於氧化瀝青及其在蓋屋頂過程中的排放在2A類致癌物清單中，鋪路時職業暴露於直餾瀝青及其排放物、做瀝青砂膠工作時職業暴露於硬瀝青及其排放物在2B類致癌物清單中。
瀝青及其煙氣對皮膚粘膜具有刺激性，有光毒作用和致癌作用。我國三種主要瀝青的毒性：煤焦瀝青>頁岩瀝青>石油瀝青，前二者有致癌性。瀝青的主要皮膚損害有：光毒性皮炎，皮損限於面、頸部等暴露部分；黑變病，皮損常對稱分佈於暴露部位，呈片狀，呈褐－深褐－褐黑色；職業性痤瘡；疣狀贅生物及事故引起的熱燒傷。此外，尚有頭昏、頭脹，頭痛、胸悶、乏力、噁心、食欲不振等全身癥狀和眼、鼻、咽部的刺激癥狀。

「正在工人路上施工的鄭州市市政總公司瀝青鋪裝公司張工告訴記者，剛出廠時瀝青溫度是150℃左右，拉到道路上攤鋪時溫度會下降到120℃，碾壓時的溫度為110℃，鋪設成型后的溫度在70℃左右，下降到50℃以下時才可放行。」

This move will update and create a new more efficient plant, whichwill be located farther away from any residents than the current plant islocated. Iunderstand your concerns, but this relocation will improve the situation. It isimportant to note that this is a relocation farther away from residents, not anew plant where there was none.
The M1zoning has been in place for many years and the asphalt plant has beenoperating for many years.
There isa public participation meeting tonight at Lanier tech conference Center at 5PM. CW Matthews the builder will be there to answer questions about the newtechnology advances and how this is better than the old plant. Thanks again Ilook forward to seeing you there.

It is no coincidence that this plant expansion is located at theedge of Forsyth County where it impacts fewer of its own residents and more ofthose across the county line in Fulton County (Johns Creek) and even those inGwinnett County. Since Day One of thiscampaign, I have said that Johns Creek is too insular and greater communicationand cooperation with adjacent cities, Fulton County, and neighboring counties(Forsyth and Gwinnett) are needed. Atthis eleventh hours, with an issue originating across a county line, it may beimpossible to stop a larger, more productive (24/7/365) plant from beingconstructed, but we as residents of Johns Creek must reject the notion that JohnsCreek will forever be 「caught flat footed」 when situations like this onepresent themselves. If elected as yourPost 4 city council member, I will begin immediately to reestablish lines ofcommunication and an attitude of cooperation with adjacent cities andneighboring counties. Know that I amimpressed with the way this WeChat group immediately took to identifying thisissue of concern, researching the potential harmful effects of asphaltproduction, and sharing knowledge with one another, etc. I have high hope in what we can accomplishtogether and I would be honored to represent your interest on our city council. |
