Overseas Student Returnees Swell to Over 70K in 2009

儘管美國經濟回暖，卻遏止不住中國海歸狂潮。

Even though the American economy has shown signs of recovery, it has not quelled the urge of Chinese Americans to return to their homeland.

16日晚，兩場分別由中國官方與旅美中國學人舉辦的大型海歸召聘會，同時間在紐約與華盛頓展開：教育部留學服務中心在哥倫比亞大學帶來20多個機構、超過1000個公職與教職機會；北美交流中心則是第八年舉辦留交會，帶來上千個民營企業的工作機會。

On the evening of the 16th, two separate career fairs were held simultaneously in New York and Washington DC. They were sponsored by the Chinese government and Chinese Scholars in America, respectively. At the career fair at Columbia university, Department of Education's Service Center for International Students presented over 20 organizations offering over 1000 public sector positions and teaching positions . The North American Student Exchange Center was the 8th annual one of its kind. It provided over thousands of private sector job opportunities.

原因很簡單：海歸有增無減。

The reason for holding these job fairs is very simple: The tide of returning to China has risen rather than ceded.

去年，金融風暴起，海歸人數創下歷年新高，達6萬9300人，不僅比預期的五萬人大大多出近二萬人，且僅僅一年的回國人數，就相當於中國1978年開放留學30年來，總海歸人數32萬人的五分之一，讓海歸總人數直上40萬。

Last year, the financial crisis led to the highest number of Chinese scholars returning home in history at 69,300 people. Not only did this trounce the estimates by almost 20,000, it also equated to 20% of all Chinese scholars who returned home since 1978. The total number is now at 400,000 people.

率團來美的中國留學服務中心研究室主任魏祖鈺表示：「今年海歸人數肯定比2008年多，因為不到年底就已經突破七萬人。」在中心任職近30年、目睹中國留學史的他笑說，中國海歸總人數過50萬人大關，指日可待。從1978年以來，加上今年預估數字，中國出國總留學人數已有160萬人左右。其中，中國教育部統計，約50萬人仍在求學深造。因此，若扣除海歸與在學者，留在海外的中國學人是越來越少。

The head of the Chinese Center for Overseas Student Affairs Wei, Zuyu said:」 This year the total number of returnees will definitely be more than the number we had in 2008, because the number has already hit 70,000 and we are still far from the end of the year.」 Mr. Wei, who has been at his post for almost 30 years and witnessed the recent history of Chinese student going overseas, chuckled as he noted that the number of total returnees would soon hit 500,000. Since 1978, the total number of overseas Chinese scholars stands at 1,600,000. Out of that number, the Chinese Department of Education estimates there are still 500,000 scholars who are continuing to pursue further studies. Thus, if we subtract the number of returnees, the number of scholars who remain overseas is growing lesser and lesser.

中國留學人才回歸，逐漸出現「順差」。8月，中國教育部與國家統計局的數據顯示，2004年留學生累計回歸率（當年海歸與留學人數之比）是24.39％，接著逐年成長約0.5%，到2008年卻猛然跳上27.96％。原先擔憂人才外流、腦力「逆差」的中國，現在逐漸迎來人才「順差」。

The return of talented Chinese scholars home has created a talent surplus. In August, official Chinese figures show that the scholar return rate for 2004 was 24.39%, and grew by 0.5% the following year, then jumped to 27.96% in 2008. Originally, China was worried about an outsourcing of brainpower and talent. Now, China is enjoying the fruits of its talent surplus.

實際上，9月底時，長春藤盟校之一的杜克大學預測，不光是中國留學生海歸加速，未來五年還將會有10萬名中國移民返國，該校學者就說：「美國正經歷其它國家已經歷的人才外流，這是美國史上首見。」究其因，無非是中國的蓬勃發展，與美國移民手續的曠日廢時。當然，美國的海外人才這兩年更清楚看見美國的經濟優勢不再，儘管經濟已有復甦跡象，但中國人更多的懷疑是：回暖速度有多快？
In reality, not only has the number of scholar returnees seen a sharp increase, Duke University researchers predicted at the end of September that over the next five years, over 100,000 Chinese immigrants will return home. The researchers say, 「For the first time, America is suffering the outsourcing of talent that other nations have previously endured.」 The reason is undoubtedly the rapid growth of China compounded by the time-consuming and arcane American immigration process. Of course, the recent financial troubles have allowed the overseas talent in America to see that the U.S』s once large economic advantage is no more. However, as the economy recovers, Chinese Americans are on the fence as to how rapidly the economy will recover.

攻讀經濟的哥大中國學生學者聯誼會主席高帆直言：「現在美國經濟復甦只有幾個產業，但許多重要經濟指標，象是失業率都不見起色，反觀中國在經濟危機中，還持續爆炸性的增長，所以許多留學生都有最終要海歸的想法。」
Gao Fan, an Economics student and President of the Columbia University Chinese Students and Scholars Association(CUCSSA) earnestly said, 「The current American economic recovery only affects a few sectors. Several important economic markers, such as unemployment, have not shown signs of improvement. On the other hand, the Chinese economy maintained its explosive growth rate throughout the economic crisis. Thus, many students are thinking of returning home after completing their studies.」
