道德經 第五十七章 正國奇兵

以正治國。

以奇用兵。

以無事取天下。

吾何以知其然哉，以此。

天下多忌諱，而民彌貧。

人多利器，國家滋昏。

人多伎巧，奇物滋起。

法令滋彰，盜賊多有。

故聖人云，我無為，而民自化。

我好靜，而民自正。

我無事，而民自富。

我無欲，而民自朴。

【現代簡義】

用正常的思想方法治理國家，用意想不到的計謀指揮軍隊。

以沒有戰事而獲得天下歸附。

我怎麼知道事情就是這樣的，道理如下：

天下多禁忌和顧慮，則人民很貧困。

人民擁有鋒利武器，則國家逐漸混亂。

人們投機取巧，則不正常的事情就增多。

法令多而嚴明，盜竊搶劫也多。

所以聰明人說，政府不用強制，人民自然歸化。

政府不用開展運動，人民自然堅持正義。

政府不用推行過多政令，人民自然富足。

政府不用追求過多政績，人民自然淳樸。

Govern the country by normal philosophy.

Command the army by surprise strategy.

Conquer the world by no war.

How do I know that the things are going as so?

Below are the reasons.

The more prohibitions and worries there are, the poorer people are.

There more sharp weapon people have, the more chaos the country will be.

The more tricks people have, the more unnormal fares.

The more statute, the more cheats and thieves.

Therefore, the wise person said:

The government does not need to enforce, the people are neutralized.

The government does not need to implement movement, people keep just.

The government does not need to implement so many statutes, people are rich.

The government does not need to pursue political achievements, people are honest.
