well, it is possible to make it higher quality. but it would require much thicker foundation, which means much higher investment for those roads.
the quality of highways in the states is much lower than the that of europe, in general for two reasons: 1) there is no way to compare between highways of europe and highways of the states in terms of miles per capita (i could drive through three or even four countries in one day in europe); the investment for such long miles of highways would be incredibly huge if using european standards. 2) there is no comparison in terms of usage for those highways. at least 50% of europeans have no cars (a lot of them don't even have licenses) and largely depend on the public transportation systems.
that is why american roads always seem to be crappier, especially those segments nearby big cities.
of course, "國內人 do something for something" is also factual. the culture of quality isn't in our bone yet...
