though i voted between 25%~50%, but really i think it should be in low end of that. speaking a bit of chinese, understanding some chinese conversation, reading chinese somewhat and visiting china few times in 20 years doesn't make that person a chinese, since he/she doesn't live/breath in the chinese culture.
language is just the most important gateway to a culture. but if there is very little substance behind the gateway, he/she will be just another american boy/girl who happens to have some knowledge of china.
