哈佛教授Samuel Huntington（亨廷頓）在他1996年出版的《The Clash of Civilizations and the Remaking of World Order》（《文明的衝突與世界秩序的重建》）一書中提出的文明衝突論奠定了現在西方對待世界的態度。這個理論的大意是現在的世界分成「西方」（「The West」）和「非西方」（「The Rest」）；以後世界的主要矛盾是西方文明和非西方文明（主要是伊斯蘭文明和東方儒家文明）之間的衝突。這個理論並沒有被任何一個西方政府定為外交政策的理論基礎，但實際上已經在指導西方政府的外交政策時起了決定性的作用。美國入侵一個主權國家伊拉克，背後就有這個理論的存在。西方妖魔化中國的背後，其實也一直有這個理論在支配。這種偏執的概念和態度把西方文明和文化列為優越的和有普世價值的文明和文化。這也就是西方為什麼老用自己定義的「民主，自由，人權」來對中國指手劃腳的原因。他們根本不去了解別人，而就想用他們自己認為正確的西方文明來改變伊拉克，改變中國，改變世界。這些蠻橫無理的做法根本上就是現在世界上許多衝突的原因，而並非是因為文明的差別造成了衝突。

in short, there is a reason for american's disaser relief effort.. because in rich arear the insurance pay out is going to be much highter... and in these other arear there is nothing worth to pouring money into it... cost and output is not matching..
in fact more people in poor subs die will reduce the burden for whole society.. because most of people there are living on social handout anyway!
