- 這要看是誰的法理了，中國的，西藏的還是西方的？達賴認知他是西藏人。他從來就不承認中國有權佔領西藏，自然也不會認為自己是中國人。你去扯他是中國人前還要問問人家是不是這樣認為的。
亦云: 從法理來講，一個人自然人的國籍不是有自己說了就能算的事，若是僅僅自己認知的國籍為標準的話，那麼那些排隊拿綠卡或者拿了綠卡的人就不用在等3-5年才能拿到夢

- 有點不著邊吧，按照你的邏輯來說，既然接受達賴喇嘛是西藏人而不是中國人了，那你還有權反對人家搞西藏獨立嗎？不等於變相承認西藏不屬於中國嗎？你可知道達賴是西藏的精神領袖。

In 1951, the Dalai Lama and the Tibetan government were forced to accept the Seventeen Point Agreement for the Peaceful Liberation of Tibet by which it became formally incorporated into the People's Republic of China. Fearing for his life in the wake of a revolt in Tibet in 1959, the 14th Dalai Lama fled to India, from where he led a government in exile.

Residents of India who are refugees or stateless can obtain an Indian Identity Certificate, which is a travel document similar to a passport. It is primarily used for Tibetan refugees, who can apply "on recommendation by the Bureau of His Holiness the Dalai Lama", as well as some other refugees. So obviously the Dalai Lama would qualify for this document.
It appears that he does indeed travel abroad using an Identity Certificate. Here is a news report that mentions he used an
Identity Certificate to visit Taiwan in 2001.
There is no evidence that he currently possesses an actual "passport" from any country.

It seems that he does have a Chinese (P.R. China) passport according to Radio France Internationale.
